Suresh kakani is an IAS officer of 2004 batch from Maharashtra Cadre is Vice Chairman & Managing Director of MADC and also the Chairman and Managing director of Multi-modal International Cargo Hub and Airport at Nagpur (MIHAN) India Limited. The State of Maharashtra are developing the airport state wise and Managing 9 Airports such as Nagpur, Pune, Shridi, Amravati, Chandrapur and Dhule. The Maharashtra State is a only state in India where MADC Limited is the first company to look after Nagpur airport. He was born and brought up in the Kamadgaon, Vashi district now in Vidarbha district. His first posting in Vidarbha Region as a Substitute Magistrate, in Mumbai he had worked in various Government Department like he worked as a Municipal Commissioner of Mira Bhayandar Municipal Corportaion where he has improved and developed the infrastructure after that he was posted to Solapur as a Chief Executive officers Zilla Parishad, then Nanded District Magistrate where he has been awarded as a Best Collector. He has also achieved Rajiv Gandhi Administration Excellent Award from Government of Maharashtra in Mumbai Metropolitan Region (MMR) for Best Office. In Marathwada Region he achieve ODF(Open Defecation free) in 14 Municipal Counsel. He has also been nominated for the Best Collector, Scotch Award and many more Certificates and Awards in his profession.
In an exclusive interview with India Unbound Magazine, Suresh Kakani shared his experience at various posting and his duties.
Kindly tell us about your family and where you born and bought up?
I was born in small village known as Kamadgaon before it was in vashi district but now it is in Vidharbha district known as Vidharbha region. My father was a farmer and now he is no more between us as he passed on in the year 2010. I come from Rural background and Agricultural family background. I had done my schooling from very small village known as Zilla Parishad School, after HSC I have done B-Tec and F-Tec from Marathwada Agricultural University of Prabhani, during that time I had appeared for Public Civil Service Examination and in first attempt I had cleared. In Government of Maharashtra I am serving as a Vice Chairman and Managing Director of Maharashtra Airport Development Company LTD. Meanwhile I have also done my Post-Graduation from University of California Berkeley USA. I did research in social conflict because control on natural resources and thereby creating conflict among the society or within the state so I did research extensively on that and I submitted my thesis to the Special Economic Zone and we got the success in India. Here I look after the Special Economic Zone, Non-Economic Zone and Airport Zone and I also do Developing and Managing of 9 Airport across the State.
What are your memories of 2004 batchmates, do you still meet your batch mates? How do you celebrate?
Yes I mean for every batch we have contribute trainee in service training in Mosul last time in the year 2013 I met all my batch-mates then recently in the 2017 my Phase 3 training completed in the month of May so that time I have interact with all my batch mate just to know about their field what they are found of, which new concept they have implemented in the Government field and Social field.
We meet each other when we get off from our daily routine office we usually meet at the time of exercise in yoga hall early morning at 6.30 am till 8 am. Sometimes we go for tracking which is now dream for everyone who ever is working in government sector so meeting, discussing, moving around visting places and we do celebrate together during our training or after training.
Did you always wanted to become an IAS since your childhood?
Since I come from rural background I was not having any idea where to go and how to apply but my father he used to tell me whatever you want to do, do with all your dedication so that you should not feel disappointed of not getting success. Though it was not my dream to become an IAS as my father was a farmer so he used to visit tehsil office, registrar office, clerk office and I used to accompany him and that was the source of inspiration for me to appear for the Public Civil Commission Exam
Please elaborate on your various posting throughout your career so far?
As my career started from Vidharbha region and first posting was in Vidharbha as a substitute magistrate. I was posted in Mumbai and in Mumbai I have worked in various department of Maharashtra government from there I was posted as a Municipal Commissioner of Mira Bhayandar Municipal Corporation I have worked there for one and a half year, Solapur as a Chief Executive Officer at Zilla Parishad I had worked there for 10 months. After that I was posted in Nanded as a District Magistrate and District Collector there my tenure was for 2 years. In all my posting I have given my 100% and I had never felt disappointed from any of my posting as my father used to motivate me and his words was “Dedicate yourself in your profession”.
Tell us about your achievements in your various postings?
Recently I was awarded as a Best Collector of Nanded from our honorable CM. I was selected on the basis of my performance for drought mitigation and overall development for the …. Socially backward people and overall whatever target was given to me I gave my best and also received achievenmnet for that. When I was posted in Mumbai , Mumbai Metropolitan Region (MMR) I had achieve Rajiv Gandhi Administration Excellent award for Best Office from Government of Maharashtra., then we have implemented Swacch Bharat Abhiyan on greater level so my distinct was first Marathwada region to achieve the ODF (Open Defecation Free) level for all the municipal corporation and we have worked in Urban Area and there 14 out of 16 municipal counsel had got ODF status which government of India had given them. I have also been a nominator for the Scotch Award as a Best Collector, which will be announcing in future.
Kindly share your experience as collector Nanded?
Nanded district face lots of problem due to low Rainfall/Poor Monsoon the entire district was reeling under the drought, water scarcity was tremendously very high and that time job demand was also not there so we decided to work for the Short Term and the Long Term Measure, Short Term measure, water providing to the needy people and Managing the water, under the Long Term Measure we have taken the water conservation to the greater extent and 2 years back under Jan Swaraj Yojana more than 400 tankers were provided to deployed water and this year 25 to 35 tankers we have deployed to provide water. Now people are not facing any kind of problem, farmers are also getting proper water for farming.
You were posted as a Commisioner in Mira Bhayandar Municipal Corporation, kindly share your experience?
Mira Bhayandar is a satellite of Mumbai and Mumbai suburban city so whatever rule and regulations are applicable those are also applicable there but the governors was not up to the marks so I thought to work on the governors
In Mira Bhayandar there was lack of water supply so we decide that we should also make water available for the citizen of Mira Bhayandar atleast twist or thrice time a day. So basically we work as a good governors, developing good infrastructure.
There was also lack of roadways like there was only one road to enter the city so during my tenure I planned a another road which is parallel to the Chatrapati Shivaji road, so that if one way is jam, there should be a alternate way to go into the city or out of the city, we have worked on that.
We planned a underground passage to the railway line, crossing level from east to west so that they don’t need to wait for the longer duration.
This is how I used to participate in the creation of infrastructure.
Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme launched and “it is meant to improve the quality of life and infrastructure in the cities”. Under this scheme first time we put total 90 buses for the people from the government fund and not a single penny was taken from them for the buses. It was very challenging for all of us to convince the government of India for this small corporation as the income resource was very weak of the people. Instead of asking people to pay 50% of the buses cost we had manage the buses and we have try our best that 100% of the buses cost should be funded by the Government of India, fortunately government of India has accepted the proposal of all the 90 buses and we got it during my tenure and all free of cost without spending a single rupees of Mira Bhayandar Municipal Corporation and this also a great achievement for us.
How much percentage you will give to the Mira Bhayandar Corporation compare to the Mumbai and Thane?
Mira Bhayandar is reasonable and affordable town, talking about the rate of Borivali, Goregaon, Dahisar is 10,000 sq ft and at Mira Bhayandar at 50% you will get the good quality accommodation and there are good builders such as Lodha, Kalpatru have invested there and even L&T come into the construction and L&T is also participating and it indicates that now people are going for the quality of construction but the rate are reasonable and farely good. Now a days most of the people travelled to Mira Bhayandar to Mumbai or Thane so Mira Bhayandar is a good town and rate are affordable of the houses and accommodation is also good I won’t say upto the mark but it is good to survive. But there is scope for the improvement of the Infrastructure that is what I feel.
What is the grading of the Mira Bhayandar Corporation?
Since I left Mira Bhayandar in the year 2014 that time I can grade Mira Bhayandar Corporation B+ or A grade which I personally feel it.
What are the Major Challenges you are facing as a Vice Chairman & MD Maharashtra Airport Development Company LTD?
Airport Development Company might be the first company in the entire India and the State Government is developing Air force which itself is very challenging, in which we do not have any technical knowledge or nor we came from the aviation sector background. Earlier the Airport Authority or the government of India used to develop Airport, maintain the Airport. Now in the state of Maharashtra we are developing the airports and managing the 9 airports, we might be the first company who is operating the Nagpur airport as no other state government company operates any airport across India. So, we have develop Shridi Airport which is stated as a border airport without investing much amount and we will developed a same port and government of India is trying to adopt the same model, so this is also the great achievement. Now we are developing the other airport such as Pune Airpot, Amravati which is the part of Vidharbha, Chandrapur airport we are in process, Dhule there we have a airport and we are in a process of expanding the airport you may say entire states airport will be developed.
Why the Modi government facing slack in Market? Is there any reason of demonetization/ MAHA RERA or GST?
Channelizing the resources and revenue in one direction is more important, talking about demonetization as we keep hearing about the black money in the market and if we want to improve the better efficiency is more important, initially there might have some slack but now the market have stabilized and it is growing up. In the case of GST it’s a “One Tax One Nation” so that is also a good intiative taken by the government of India in consultation with the various state like Maharashtra, multiple taxes should not be there such as sale tax, stamp duty, income tax or indirect taxes like custom duty, excise duty etc, if all the taxes are brought under the one roof and if it is decide by the government of India or the distribution government so it is good for the businessmen so I would say stop obeying the yell of amount and he is required to submit the online returns and also the sense of belongingness would be there, integrity will be there, transparency would be there and better realization of the revenue. Once the money will starting coming into the system there will be overall proper development or infrastructure development of India. Still under GST many things are not included such as Liquor, diesel, petrol etc, as it is necessary for us to channelize the things because if will scrape everything and start newer thing then the accessibility will more out and if proper training will not be possible or learning will not be possible so this is the 1st phase all the indirect taxes are analysis in one tax.
MAHA RERA it was not regulated properly but now because of RERA the responsibilities is much more on developers he include more difficult for the investor and for the purchaser so it will also create a good market I mean good people would be meeting and promoted would be getting progress and the bad element should be soughted out from the system so that will also be good so definitely the confidence of the investor or the property purchaser will increase and that will also increase in investment, if a person is depositing money in bank and he had confidence on builder/ developer so instead of depositing the person will invest in real estate or buy a flat so that lifestyle will improve. Don’t you thing to increase one more department corruption will increase? No I don’t think so, corruption increase when a person don’t have knowledge about the particular thing or else he lack somewhere in his work that time corruption take place, ones intention should be clear that “I have to serve the people”, if intention will be clear then there will be no problem. All the time we find implementation, implementation is a great challenage there should be the head of department and in that department is always vacant and they are not able to control so that is the failure? No, that we can’t say failure because now we are facing GST, RERA, Demonetization so everyone is aware about what is going on and now a days everything is online you can get GST number, MAHA RERA so you have to make use of technology.
International Airport is shifting in Navi Mumbai, What you think when it will be operational on actual?
Navi Mumbai airport has been developed by the CIDCO and CIDCO has appointed one of the agency to developed and operate that airport and the work has already been started and there were some issue such as land acquisition, environmental issue and two to three river were required to diverted too, facilitated the airport development then one of the hills required to cut down so that in landing and during takeoff it should not have any problem so all this factor they were contributed to implement. Actual implementation, now the work has been started and hopefully within 3 to 4 years the airport should be operational, till 2021 the flight would take off from that airport
Moreover all metro cities in india are facing traffic congestion, how it could be resolved?
Traffic is the problem for that we have to provide more road ways to avoid traffic congestions, reason behind traffic congestion is you will get two wheelers, four wheeler or a bicycle park on the road and they take up to 50%of the road for parking and 50% are left for the common users, before it was not mandatory for the parking within the building but now government has made it mandatory to provide parking within the building, if proper parking facilities is provided within the building then nobody will park here and there. If parking issue will be taken care off then at least 10% to 30% traffic issue will be solved. Proper footpath are there but those footpath are encroach by Junkete, the encroachment should be remove then it will be ease for the public to walk from the foot path, sometimes public is walking on the road that also affect the traffic. The main problem is Hawkers, hawkers should be manage, they should create a Hawkers zone and ask them to function in there zone . so strick rule should be meant and ask everyone to follow to avoid traffic congestion. As we have taken initiative but there was a tendency that hawkers will again come back on the road because of the buyers and seller and we citizen also avoid taken things from hawkers and we should also go to the proper shop and buy
Discipline is the key of any organization, how much you rate Maharashtra Airport development company ltd?
It is very discipline organization and as in our organization there is lack of manpower then too we work smoothly without any problem. I have never came across any problem, talking about discipline Shridi airport there is no discipline and that airport is working on National and International standard here it is not the case that it is not working properly, government of India teams the airport team and even Singapore government team is also visiting at Shridi airport. Are you taking outsourcing of the expertise? Actually we are trying to increase the knowledge about our resources and off course for some of the activities we need to outsource , we keep outsourcing some of the activities and learning is the thing we learn a lot we study a lot while developing while making operational so in a minimum amount we could develop a airport at Shridi and now we are in the process of developing the other 3 airport at Pune and even the team of Singapore is visiting. What is the budget of the Maharashtra Airport Company Ltd? Budget, Shridi airport budget is 320 crore so overall budget is not more than 500 crores this is annual budget. As this company is profit making company and our establishment is very less, infrastructure quality is also good, our maintenance also goes minimum and beside this we have our team even experts and we save lots of money and efficiency because of efficiency low wages to the staff members so it is a profitable company. After 5 years where you have been looking yourself? 5 years it’s a long time and we have our MIHAN and I would like to give my 100% operational within 2 to 3 years of time 5 years it’s a long time and now we have 9 years course with us so we would like to make it functional in 5 years time. Now Harry Port and Harry Pad is also a great news now a days and we wish to developed Harry Pads where ever required at Taluka level for smaller area so that when ever there is a weird moment is there Harry Port or Harry pads is there for the safe landing and safe take off.
Corruption & Crime is always involved in our political system, how can it be stopped in a democratic country like India?
Here the thing come one should be well educate if you are not educated then it will go into the wrong hands and if it is going into the government treasury then its ok, so one should know the rules and regulations properly. People should also participate to make corrupt and crime free system, people should also act as a watchdog or the public voice so this will also help in decreasing the rates of corruption and crime. Question of political pressure should not arrived because we are in democratic setup.
How much GST will be helpful for nation growth in a long term?
Due to digitalization revenue of the income tax has increase though it was recession last to last year so sometimes savior type of experience would be there in GST NNR, GST Regime and revenue realization will defiantly help us. Cyber crime is increase day by day and people are not aware about those crime? Yes Cyber Crime is increasing day by day but people should not share their bank details or Pan Card number or Adhar card number should not be shared online and if anyone is getting fake calls so they should cross check from the bank. 25% of the crime is committed online so one should not shared their information. When ever you use laptop see that it is password protected so that your information should not hacked, never give your credit card to the next person to swipe because you don’t know that person is taking your details from the card or not, one should take precaution.
Have you ever influenced by politicians in your working?
No I have never influence by any of the politicians, but sometimes I got full support, in Nande it was very difficult for us to provide the drinking water to them but they had full fairly supported us and they were have believe and faith on me and therefore we would have also bring out the Nande from the water scarcity. So I have never face any political pressure or anything but yes I have got suggestions, recommendation definitely I agree that. If it’s a fair advice then you can go a head and implement it but if it is out of the legal provision then I never accept.
What is your expectation from CM Devendra Fadnavis for Maharashtra Airport Development company Ltd?
I won’t say expectation but constant support is with us, he used to conduct every month meeting and even he motivate us for our work and even he takes update on the projects. He is very very positive and support and he even consider our suggestion it is not that it’s a flop information from single side but it may be from both the side we are greatfull about the dedication for the work.
Who is your role model?
See there are end number of role model and for me common man is the role model because whatever expectation that teach me motivating. Those days when there was no water in Mira Bhayandar that time I was travelling from Sudhar Dam to Mira Bhayandar and that was challenge for me to provide water to the Mira Bhayandar, in case of Nanade savior drought was there and I have to provide job to the job hunters, provide water for the cattle. So thus common man such as farmer are the role model for me. The difficulties they are facing it keeps motivating me to do something new for them.
Which sports do you like?
I like volley ball, basketball and badminton and sometimes I watch cricket.
How you spent your leisure time?
I usually spent my leisure time with my family and sometimes I go for bollywood movie and my favourite hero is Amitabh Bacchan .
What advice you want to give to the students who aspire to become an IAS & IPS?
Firstly they should set their goal, they should dedicate and they should not listen the rumours, they should keep the habit of reading books from 5th standard right upto 12th standard it will help you to build the foundation of your knowledge, one should have the habit of taking down some notes or points, participate in group discussion so that it will expand your knowledge, one should also take guidance and one should also go to the library and give concentration on your focus.
