Manjunath Singe is an IPS officer of 2011 batch; he is serving as a SP in Palghar District. Son of a Police Constable Manjunath Singe was born in Gulbarga district at Karnataka. He did his schooling from village Gour in Afzalpur taluka, College from Dharwad and graduated as B – tech in computer engineering from NIT Surathkal. He worked about 4 years with IBM Software labs. In service his posting was as provisioner at Akola under Virendra Mishra. Thereafter Amravati as an Asst. SP for 2 years, after that he was posted as Addl. SP Gadchiroli, where he was part of encounter which witnessed exchange of gunfire between Naxalites and Gadchiroli Police Commandos. He was instrumental in development of “Connecting Gadchiroli”. At present he is serving as a SP Palghar. As SP Palghar he has initiated changes in policing patterns, his priorities are to control crime on women, children, weaker and tribal where he is trying to inculcate technology for better policing. In an exclusive interview with India Unbound Magazine, Manjunath Singe shared his experience at various postings and his duties.
Please tell us about your school & college days, family background & where you born & brought up?
I was born in Gulbarga district at Karnataka. My father was a Police Constable. I did my schooling from village Gour in Afzalpur taluka, Collage from Dharwad & B – tech in computer engineering from NIT Surathkal. Then I worked about 4 years with IBM Software labs.
Did you always wanted to become a Police officer?
Yes, as my father was in police the passion for uniform was always there, more than me it was my father’s dream and I achieved it.
What are your memories of 2011 IPS Batch; do you still meet your batch mates?
Training was the great part & the most memorable line of my Director “You should keep you attitude in your service like what you had before entering the gate of academy; it should remain same throughout your career”. Which I still remember. We don`t meet but often we are in touch through social media.
How do you take this opportunity in your career as a SP Palghar?
In every IPS life there is always new challenge. Palghar has a different variety of policing; it has urban policing, tribal policing & coastal policing so it is a very good learning experience for me. It is challenging, but also very satisfying job. Here the people are very supportive even my officers are competent. Here, I have a great opportunity to serve people, I will try my best to deliver a peaceful and law respecting society.
Kindly brief us on your achievements so far at various postings?
I was provisioner at Akola under Virendra Mishra JI, followed by my transfer to Amravati as an Asst. SP, after that for 2 years I was Addl. SP at Gadchiroli. Gadchiroli police force is very unique in the country, the Jawan over there are so dedicated, there was an exchange of gunfire between Naxalites and Gadchiroli Police Commandos, I was part of that encounter, it was an experience of lifetime and there was an exchange of gunfire between Naxalites and Gadchiroli Police Commandos. One of our officers had a life threatening bullet injury. There was no communication channel to contact the ground forces on time. No mobile network, no land line and no internet. Even our police wireless was not reliable. Satellite phone was the only life line. It was my first experience in co-ordinating a rescue operation and that was the day we thought we should do something to connect all our out posts and important areas. The idea of “Connecting Gadchiroli” was born. Here in Palghar policing is very different. Our priorities are to control crime on women, children, weaker and tribal section of the society. There are urban related crimes, tribal issues coastal security is most important we are privatizing our areas. We are trying our response to define our efficiency; we have brought a lot of changes in Nalasopara & Vasai area as there are land related disputes. We are planning to connect all the police station through a dedicated network, so lots of technological inputs we are trying to bring, let’s see how far it will succed.
Whether Palghar Police is well equipped in terms of deal with cyber crime & Terror attacks, please comment?
Yes, we are fully equipped. As I am a computer engineer; I have done my cyber crime training in South Korea. We have a fair bit of knowledge & contacts with other cyber crime branch agencies. We have officers who are competent & even they give training on cyber crime. Recently we have solved many cyber crime cases like there was a case were around 90 thousand US Dollars were cheated by Nigerian, with our quick response so far we have recovered 45 thousand US Dollars within 48 hours. We have solved around 30 fake matrimonial sites cases. We have also solved ATM frauds. For terror attacks we have anti-terrorist cell & regularly our team are patrolling. Our focus areas are Vasai, Virar & Nalasopara. We are monitoring our patrolling by GPS tracker. We are keeping watch on drug circulation in Palghar, whether there is any link with external agencies, coastal security is one important part we do regular boat patrolling & it is also tracked by GPS tracker. We have offline monetary systems if there is any network issue. We conduct regular review & patrolling for the safety in our jurisdiction.
As Palghar is a new district now, here which problems you consider as the biggest challenge and how you plan to tackle those problems?
Crime against women is the major challenge here. There are many missing cases of girls. We have taken the data from 1999 of the missing children’s, identified the reason and taken it as our priority. With the help and efforts of our officers & staffs we have recovered more than 96% of the missing children. We recovered them from UP, Bihar, Gujarat, and Kolkata etc. In every police station we have a special team for this. Even we have rescued the girls who are trafficked from Bangladesh & other areas. We have a regular MUSKAN operation going on. Our numbers are online; people facing any problem can directly call us. Secondly the costal security, property offences & drugs are the other issues. Recently we have raided 40 crores worth drugs and huge quantity of pure heroin. The gang has been arrested & the drugs have been recovered. This action will continue and the offenders will be punished.
Sand mafia business is also in full swing in Palghar, Vasai & Virar. Is there any plan to control them?
See, The Police department alone is not responsible. There has been a joint efforts of collector palghar and other department officers, we are trying to inculcate some technology like we have installed some CCTV cameras on the locations and trying to monitor. We are getting the co-operation but, there is still lot ground to cover. Police action is necessary but alone not sufficient.
Palghar is backward and also tribal area. Do you find any difficulties while communicating and working with them?
Palghar is a very peaceful district. People are very corporative here; if they have any problem they come to us. we discuss with them and try to solve it. I don’t find any difficulties with them. We are very open and transparent. We are always there for citizens, I invite them to call me directly whenever they need.
How are you controlling anti – social elements and crime associated with them on your area?
There is ZERO TOLERANCE to illegal activities in my district. My instructions are clear and there is a quick response. There are some cases in which we have charge sheeted within 24 hours.
What are your major plans for Palghar as a SP??
Our first priority and major focus will be on women, children and weaker sections, secondly using technology to improve our policing. We are inculcating some tools and technology to improve our day to day policing will be focus in next one year. I want to make Palghar one of the most technologically enabled district.
There are lots of new developments happening in Palghar, Infrastructure Developments. Land mafias & builders are ruling this area. So what actions you are taking to sort out these issues?
The major issue is the nexus between the officials & builders that need to be cut and the cases should be viewed impartially. Earlier the cases used to be directly registered at police station but now if there is a complaint against a builder, cheating or a forgery even MRTP related cases first the case will be enquired by the police station then the report will be submitted to SDPO after that to Addl. SP and then for the approval it will be sent to the SP office and once the case is approved then only the case is registered in Police station. No case is registered without the knowledge of senior officers; by this the transparency of investigation is ensured. We take care that the innocent is not arrested. We are also planning to do cases on MPID Act by this the interest of poor are protected.
Since Palghar is close to Mumbai city & Mumbai is always on target of terrorist attack, how Palghar police will deal such type of terror attack if occur like 26/11?
Prevention is always better than cure. There are 2 things, first thing is to prevent such attacks second is to manage such incidents but important is prevention and equally important is the management of the particular incident. On prevention part we are doing lot of preventive majors like checking and patrolling, if we do these basic duties then major issues can be protected.
Have you ever experienced any political pressure in your work?
No, not yet but if they ever bring some notice, whatever will be legal or doable that we will do & I don’t think that the politicians will request you to do something illegal.
In what manner do you want to inspire your followers and well-wishers?
Your work itself should inspire. In what manner, in what way it should not be defined. if you are doing a good work, I beleive that it will become an inspiration.
What are your expectations from Hon. CM for Palghar Police Department?
Instead, we would like to deliver best for him or for Maharashtra Police. If we are doing best I believe his vision & dream will also be satisfying. As palghar is a new district just the requirement is infrastructure needs to bring in.
Who is your role model?
Throughout my life I have seen several role models. Those who do good work or inspiring job we can take them as a role model.
How do you spend your leisure time?
I spend time with my family. Ealier I used to write blogs. I read litretures.
Which sport do you like?
I like playing cricket. I was captain of my school cricket team.
What suggestions or advice you want to give to the students who want to become an IAS or IPS?
Government services give you an opportunity to serve the nation. The passion for doing something is very important and if you have the passion then definitely you will achieve the goal. Youth should come forward and join UPSC.
What message would you like to give to your citizens of Palghar?
My message to my officers is very loud and clear and the work is going in that direction. Message for Palghar public is that we are with you and we are for you. We would like to create a fearless environment. My request to people is only that if there is any problem, the moment you report, we would like to assure there is a quickest response.
