B. G. Pawar, IAS 2006 batch, is now posted as a Commissioner MBMC. He worked earlier as a secretary in SRA & Joint Secretary in Housing Ministry Maharashtra for 4 years. He also served in other parts of the Govt department in Maharashtra State. He belongs to an agriculture family, and He was born and brought up in a small village Darewadi in Beed District. He tries to bring some changes for the betterment of people wherever He is posted. In an exclusive interview with India Unbound Magazine, B.G. Pawar shared his experience at various postings.
Kindly tell us about your childhood days, where you were born and brought up?
-I was born and brought up in a small village Darewadi in Beed District, which was not even connected with a road and electricity. My family is a farmer. I am from an agriculture family.
Did you always wanted to become an IAS officer, since your childhood?
-No, I wanted to become a lawyer but co – incidentally I came in this service.
What are your memories of 2006 batch IAS?
-It was batch of 8 people of Maharashtra cadre. There are too many good things to remember, but they are very personal.
Kindly tell us about you various postings so far?
-I started as a deputy collector service, from Gadhchiroli. I was in Aurangabad for short period then Sub-divisional officer at Beed, District supply officer at Nanded and Jalna, Enforcement dept at Mumbai. After that at MHADA for short time. Then I was Secretary at SRA also the Addl. Collector of encroachment western suburb Mumbai. I was in mantralaya as a Joint Secretary in housing department. Now I am posted here as a Commissioner, MBMC.
You were the Joint secretary at SRA kindly share your experience?
-It was a good experience to work for housing of poor people. It was very satisfying. As a joint secretary housing, I was the part of team which did some legal changes, which has been recently passed by assembly, so being part of a change is a very good experience.
In what manner do you see this opportunity in your career as a Commissioner, MBMC?
-It is a new and interesting area to work. A lot of people come to meet me. I get to know their problems. There are so many complains, I cannot instantly solve all the problems but as a commissioner I will do whatever is possible. I am working to resolve the problems.
What are the challenges you are facing as a Commissioner, MBMC?
-There are so many challenges, financial, encroachment problem, some road widening problems, our bus services has to be started. I am ready to resolve the challenges.
What are your priorities for the betterment of Mira Bhayandar city?
-Mira Bhayander is an already clean city. Encroachment and solid waste management are our priority.
Govt of Maharashtra has taken decision to regularise the unauthorised construction till 2015, is it right decision? Please Comment?
-It is government decision. I am government servant, I have to follow the government decision. I think that this decision has been taken in public interest. I have to implement this.
There is a dead line for submission of the documentation on 15th May 2018 whether it will extend further?
-I cannot say that, they have sufficient time for documentation. However if feel needed we will extend the date. But I again say that 15th May 2018 is the sufficient time for documentation.
What are the major criteria for regularisation of illegal construction?
-You can see the GR. Everything has been given in GR.
In this summer Whether Water crises will be shorted out?
-Yes, It will be shorted out.
Mira Bhayander is very close to Mumbai & crowd increasing day by day, still comes under Thane rural area, don`t you think it should be merged in Mumbai city?
-Mumbai is a unique feature. It is very large scale corporation. Mira Bhayander is separate city, now we may have a police commissionrate. This is a part of thane but definitely it is a separate city. Mira Bhayander is a good city and it will remain a good city.
Former Commissioner Naresh Geete never compromised with any political pressure in his working style the reason he faced transfer from Mira Bhayander please comment?
-I may face similar action. What can be done. Commissioner has to follow the rule. I will also follow the rule. No commissioner has stayed here more than one year and one and a half year. let`s see what will happen.
CM has announced in his last two meeting at Mira Bhayander that metro will be connected via Dahisar to Mira Bhayander, what is the status?
-We have meeting with MMRDA or DP department. Metro will be up to Vasai-Virar, there is no doubt at all. If there will be any formality, we will take care. There is no problem at all.
3 acres land of the RG ground has been encroached by the local comparator. Former MC has order the demolition of the illegal structure to the concern ward 5 but action has not been initiated yet?
-We will take the necessary action.
There are always allegations to the main officials of PWD, city engineer, water dept. and accounts dept. occupying the same post since last 20 years but as per the Govt guidelines after 3 yrs there should be internal transfer?
-Government has to look into that matter. If order will come, we will follow that.
Recently, Maharashtra Govt banned the use of plastic, whether MBMC is going to implement strictly?
-Yes, strictly, we will implement the government order and we are going to provide alternatives for the people also.
How much will you rate to Mira Bhayander Municipal Corporation?
-I will give full marks, being a commissioner of Mira Bhayander.
Whether Swacch sunder Mira Bhayander campaign is going to continue?
-Yes. It will be continued. It will remain, Swacch sunder Mira Bhayander.
Have you faced any political pressure in your work till now?
What support you are expecting from the State Chief Minister Devendra Fadnavis for the City?
-Government has provided everything. Govt is positive for the development. So we don`t have to demand or say for cooperation or support.
Who is your role model?
-I am inspired by my father.
How do you spend your leisure time?
-I read some books or watch movies.
What is your fitness regime?
-I walk for 5 km daily.
Which sports do you like?
-I like cricket.
What message you would like to give to you department and citizen of Mira Bhayander?
-The only message for my colleague and staffs is that they should work hard. People of this city is nice. They are very co-operative and supportive, I expect from them to follow the rule and guidelines of the MBMC for the development of the city. Thanks!
