Atul Vikas Kulkarni, IPS, 2014 Batch secured rank 180 in UPSC Civil Services. He is posted as a first posting Dy. SP Mira-Bhayander. He was born in Belgaum. He did his engineering in Computer Science. He worked for welfare of people and society. He also worked for water conservation in many parts of the Country like Rajasthan, Chhattisgarh. He think that the
cyber-crime is the biggest challenge for police and society. He is giving training to the youth and his department that how to deal with cyber-crime cases. According to him Civil service is the best job to serve the nation and the people. In an exclusive Interview with India Unbound magazine
he shared his experience, he had in his career.
Please tell us about your school & college days, family background & where you born & brought up?
-I was born in Belgaum. It’s boarder of Maharashtra and Karnataka. My parents was in Bangalore. So my schooling took place in Bangalore in Sudarshan Vidya Mandir. After that I did engineering in computer science from Mysore Engineering Institute in 2003.Then I started job in Bangalore. I was in cyber security. The client of this network security was company of US. But changes came in my life and I wanted to do something for society. I started working as a volunteer for the wellness of society. We did many programs. We worked for the disabled people. We did street plantation. I was volunteer in Bangalore. We did the research on lakes in Bangalore. In 2010 I was working in Nashik Municipal Corporation as a consultant. There I met municipal commissioner. I told him that, sir I want to be an IAS. He told well and Encouraged me. I did there lot of projects like garbage disposal. I wanted to do NGO works so I went back to Bangalore. I did work like water consultant. I worked for water projects in different parts of country like Chhattisgarh, Andhra Pradesh, Meghalaya and Rajasthan. Water is very essential thing in our life, so we did very good job in this field. In water related issue, I went to Kerala. There I met collector and gave him presentation. He was very impressed. I told him that sir I want to be a collector, he told me that you are young and dynamic and you should join civil service. He motivated me. When I made up in my mind to be a civil servant, then only one month was left for preparation. I missed and prepared properly and I qualified in civil service exam. My rank was 180th in all India.
Tell us about your family?
-My Father is a doctor almost retired and mother is a teacher. She took private tuition also. They have settled in Bangalore. My brother is software Engineer.
Did you always wanted to become an IPS officer?
-No, I wanted to be an IAS. But I got IPS from Maharashtra cadre. So I was happy.
What are your memories of 2015 IPS Batch?
-I was in 2015 IPS batch. My training was very memorable. In training we became close best friends. We went Mysore and enjoyed the climate. I did the bungee jumping and many things and then I went in jungle and did the many physical activities like gyming, kung fu etc. So our batch was good and friends were also good, so I enjoyed the training. we are yet very good friends and meet regularly.
How do you take this opportunity in your career as Dy. SP of Mira Bhayander?
-This is challenging but good post. There are different types of crime like cheating cases, extortions, cyber-crime, chain snatching, woman related issues, woman trafficking and land grabbing, land related other issues, drugs peddling. It’s a good beginning and I am enjoying my job and duty.
Whether Mira Bhayander Police is well equipped in terms of deal with cyber crime & women trafficking please comment?
-There are specialized team like SS branch for the woman trafficking crimes. There are also a special team for land grabbing. Cyber-crime is very new and different type of crime. So we are giving training. Every Wednesday and Saturday I give them training. Many cyber related crimes cases were pending. But now we have solved them. Now we have cyber security. I tell them that cyber is not very difficult. It is easy to handle but this is new technology. Now we are able to solve cyber related many cases. We are using new technology and using CCTV camera. The CCTV footage plays very important role to detect the crimes. So we are upgrading the system.
Being a computer science engineer, how is helpful to detect the cyber-crimes?
-Any person is using computer or anything for crime, they are related to some technology and I have good knowledge of this kind of technology. This knowledge is helpful to handle the cyber-crimes. We have arrested Nigerians recently. They were using the duplicate ATM cards. They use to put a hidden camera in ATM machine. When ATM card holders comes and use the card, the camera record the pin number of card. Then they make a duplicate ATM card. There are some loop holes and criminals are using those. So we are discussing the banks to take some steps to stop this kinds crimes. Cyber-crime is increasing very fast. Every day, we are getting the complain of misuse of social media. We have detected a case recently. They use to make a duplicate certificates and sell them in 20 or 30 thousands. Some people give the advertisements that get Mercedes in only in 5 lakh. But after getting the money, they disappear. Money is owned, Mercedes has gone.
Which problems you consider as the biggest challenge in Mira Bhayander & How are you going to tackle the same?
-Drugs peddling is very high in Mira Bhayander and then prostitution. Other are 420 cases and cheating cases. These cases are very high and challenging. We are addressing systematically one by one. Like chain snatching, we are putting CCTV camera. We using software and putting criminal’s details and photograph and doing Nakabandi also. We were collecting vehicles numbers and details. We are using all modern technology to solve the problems.
There are many land mafia in this city. They have good political as well as social influence. Do you think to handle this kind people and crime is very difficult?
-Last month, one of this kind case has come but I cannot go in details.
Drug peddling, illegal dance bars, hookah parlors and hotel-resorts are the big problems. How do you handle them?
-We are catching the drugs paddlers. In last 3-4 months we have arrested 6-7 people with ganja, MD and other things. Mostly, youth are involve in this kind habit. We have started consoling them and other addicts also. Police is organizing meetings in societies for awareness. We have been doing consoling every Saturday. Drugs addicts comes there and share their grievances and our conciliar give advice and try that they give up drug addiction. We are trying to reform them, not punishing them.
What is your plan to controlling anti-social elements and crime associated with anti-social activities in your area?
-We are putting CCTV camera and updating the informer, we are using very hard policing to prevent all kinds crimes. Our motive is to prevent crimes.
What are your major plans as a Dy. SP of Mira Bhayander?
-We have started 5 training session. One is in Dalmia College, where expert is from Pune. Seniors also present there. They share their family problems also. You can check this activities on Facebook too. We convey the message among them that team is very important and every one in team is important. I can say that there is self-motivational and destressing program.
As we know that Mira Bhayander is nearest city of Mumbai. So many notorious criminals take shelters in Mira Bhayander. Do you think that due to their presence the crime rate is going up?
-May be, in comparison of Mumbai, police staff is less here. So the criminals use to come here for hiding. But they should know that Mira Bhayander is no safe place for criminals.
There is a perception among people that Police is not friendly to the public. Now, Thane Rural police has started a special research and survey program with N. L. Dalmia institute to improve the image of police. Do you think it will be helpful & useful to make police friendly with the people?
-This is a brain child of Special IG Dr. Naval Bajaj and SP Dr. Mahesh Patil. I had did this kind activities in college life. For feedback about police will be given from the private agency Dalmia institute. After getting feedback. We are analyzing, that what to be do for more friendly to the people.
Nagpur police has started a Bharosa App especially for the distress women and children. Do you have such a plan?
-We are starting smart policing on specially women children issue. We have designed the things and something is in process. I think within one or two months it will be materialized. Our motive is to prevent and control crime. Then build up a smart policing using technology.
Have you ever experienced any political pressure in your work?
-No, not at all.
In what manner do you want to inspire your followers and well-wishers?
-Do good work for the nation. I am doing my duty honestly, and followers may have their opinions. But my message is that do your duty and work honestly. Younger should give dignity to the elder people.
Dr. Mahesh Patil is known to execute very kind & helping person believing on result, how much you are satisfied with his working style?
-Dr. Patil is very experienced officer and we get very good and useful support from him.
What are your expectations from the Govt for Mira Bhayander Police Department?
-Proposal has been given to government and MBMC to install CCTV camera in Mira Bhayander. We need vehicles and man power and government has already taking initiative.
Who is your role model?
-Ex-President Dr. A.P.J. Abdul Kalam.
How do you spend your leisure time?
-I spend time for yoga, listening the music. I like table tennis, badminton, cricket, volleyball, I have played cricket on district level.
What suggestions or advice you want to give to the students who want to become an IAS or IPS?
-Join civil service and do something for the nation. Civil service is the best job to serve the nation and the people. This is very dynamic job.
