MPCB has initiated several reforms to ease the process of consent approvals for industries in Maharashtra. Recently, MPCB received award for initiating best practices under ‘Ease of Doing Business’ Project, which is the launch of its new web portal developed to streamline the process of consent application for commencing industries in Maharashtra. The new online process is not only designed to promote speedy work procedures but also to ensure that industries stay compliant with the environmental protocols set by the Government in order to reduce pollution in the state. Industries can apply for consent and applications like E-waste, plastic, hazardous waste, biomedical or statutory reports online. It is every citizen’s duty to ensure the well-being of our environment as this world is our home and can’t be taken for granted.

MPCB has initiated several reforms to ease the process of consent approvals for industries in Maharashtra. Recently, MPCB received award for initiating best practices under ‘Ease of Doing Business’ Project, which is the launch of its new web portal developed to streamline the process of consent application for commencing industries in Maharashtra.
With the launch of the new web portal, industries will be able to easily apply for consent to setup business with more convenience including e-payment gate way. Usually, it was an elongated process that consumed ample of time; however, now, the portal streamlines consent management system by facilitating online application. The consent management system involves a list of application that includes consent to establish, consent to operate and renewal of consent.
When a new industry is to be establish, it has to undergo several procedures and one of them is obtaining consent from the Board, which is also one of the toughest hurdles to get through. Given that the legacy approach of managing documents proved inefficient with the increasing number of application, achieving the permits/consent certificates. The MPCB web portal is launched with an aim to speed up the process of consent management in Maharashtra by providing facility for online application for consent approvals, thus simplifying the procedures and cutting down time consumption.
The new online process is not only designed to promote speedy work procedures but also to ensure that industries stay compliant with the environmental protocols set by the Government in order to reduce pollution in the state. Industries can apply for consent and applications like E-waste, plastic, hazardous waste, biomedical or statutory reports online.
In order to establish a new industry in Maharashtra, it requires certain important permissions from the MPCB to establish and start the operations. If any business is releasing toxicant in land, water or air in any form, it needs to get the consent from MPCB.
The new process will minimize human interface and speed up the process of delivering permit/consent to the industries/establishment. So, there’s no need to physically make any rounds to the government offices as you can get all the essentials done right at the online web portal. The foremost advantage of MPCB Web Portal is the reduction in processing time, Consent disposal period to 60 days from 120 days. The shortened time limit will encourage more industries to set-up their business in Maharashtra, which will help the state improve its economic background.
The web portal is highly collaborative and user-friendly that enables easy application for certificates/permit and online payment. Moreover, it has completely reduced the use of hard copy of documents, which further resulted in paperless work. This also eliminates storage and security challenges such as misplacing documents, causing external damage to the application, etc., which led to delay in processing the consent application. Now everything being online, MPCB can secure all the data and information online, reducing the risk of data loss.
Tracking of documents and applications has become highly convenient because of the online process to project proponents. Besides, proponents can also get the copy of consent with much less hassle from their dashboard.
As according to the case study of MPCB, the application is processed across department’s workflow for approval with timely application status updates to the business users. In addition, the web portal has enabled effective online tracking of the applications through each stage, which has significantly enhanced internal communication between authorities and facilitated almost 50% less time to process the applications.
However, obtaining the consent approvals is not a laid back job for the industries as they are subjected to clear and stand by the standards prescribed by the MPCB. Not only that, but after successfully achieving the consent approvals, the industries have to upkeep their pollutants levels under control in the long run.
As part of the “Business Reform Action Plan 2017”, DIPP has proposed development and implementation of Central Inspection System (Randomise Risk Based Inspection and Sampling) for the State of Maharashtra covering departments – Maharashtra Pollution Control Board (MPCB), Labour Directorate, Maharashtra Labour Welfare Board and Directorate of Industrial Safety & Health (DISH). To ensure the industries have maintained its pollution under control, MPCB has introduced the web-based “Randomized Risk Based Inspection and Sampling” which is now called as CIS. The MPCB analyzes and compares the historical records of the business submitted during consent application with the latest samples collected from polluting industries in general and industries with high pollution potential in particular. Based on the computerised generated inspection scheduled, MPCB officers pay Joint-visit for inspection along with other government departments mentioned in CIS module and if the wilful defaulter is found, suitable legal action will be implied against those industries. The Visit Report is also uploaded on Board’ webportal within 48 hrs which can be viewed by the concerned Industry in their Industry Log-In Id. This process allows the MPCB officers to keep the wellness of the environment in check and avoid serious consequences.
